Buckle Luft or Heer??

I picked up this buckle today with a side cap I have allready listed in the cloth headgear section.Just wanted some opinions on it.It looks to be unissued and near mint with the well marked leather tab.I think its Africa Corp also but is it Her or Luft?Thanks
