Hello,
Having seen this buckle a few times advertised for sale as a copy and many more times being sold as an original, I am inclined to say it is a blatant fake.

I have to agree... the eagle certainly doesn't look totally correct

It is indeed a fake. The catch and catch feet are of very poor construction as is the deisign of the eagle.
