This is a "new one" on me....certianly looks original, probably "German made"...
the Flur d'Lears (?) you'd think French....possibly Royal or Royalist....the "A" monogram is probably Czarist Russia (for Alexandria) if it is a "A" monogram...
but interesting, especially if it is Czarist Russian IMO. Pre-WW1 ?

Actually this symbol is called 'Fleur de Lys' or 'Lily flower', it used to be the symbol of the French monarchy AND still is the symbol of the Boy Scouts movement. I think you should look in this direction. German Boy Scouts... Apart from Turkey and Austria, not many countries used this type of buckles. Looks definately German-made.
