WH EM/NCO Buckle Help

Anyone give me an idea of value? Neighbor said it was brought back from WW2 by father along with the SA dagger.

Thanks Mambo--There is a date stamped into it but it is very light--all I can make out is 194
I dont want to touch it too much as the paint is gone and there is a fair amout of rust dust. Does it matter?
