HJ belt stamping question

Got an early 1938 dated HJ belt with buckle, inside belt is the stamping LBAR39.
Cant quite make out manufacture name. Buckle is early nickle RZM M4/39.
Any idea if the stamping on belt is a unit or property marking ? If so which unit?
