I thought the responses to your inquery were very good. Yes no one positively identified to whom the buckle was issued too but I would accept the comments that 1. It is ground dug 2.I is authentic, and with Marc's photo of an officer's buckle w/a near same inscription, a known organization.
The buckle looks to be home made as opposed to being produced by a sanctioned producer. There never be a definitive answer to your question.
