its a ground dug, looks authentic, not sure what it is exactly, looks like ss style? also looks like a reversed latvian shield. any help would be great.

Phased out in the mid 1930's, although I do not know when this "Fire Defense" buckle was introduced - probably the turn of the 20th century.
