SS brokade belts with "Meine Ehre heisst Treue" buckle must have black velvet

Yes and no. Green backing with Police buckle will suit a regular Police officer without any commission rank in the SS.
Green backing with a SS buckle will suit either a brocade for Waffen SS officer or a Police officer with commission rank in the SS (by 1938). After 1938, even Police officers without any commission in the SS were allowed to wear the SS buckle as well since Police was totally under SS control.

Black backing is indeed restricted to Allgemeine SS officers and Navy blue backing to Wasserschutzpolizei ones.
