What unit is this, and what is the other name, rank, or whatever? I didn't get a buckle with this one.

IMO the stamp means "Beckleidungs Amt Munchen" 10 38 , maybe October 38.

Beckleidungs Amt is a clothing depot.

The name looks like "Hch Obermann".

I am gussing here, but maybe the "Hch" is short for Heinrich?
