I also had a similar buckle. These examples made by JFS all have that "brownish" type of colour on the prong sleeve. You can't see it that well on the pic (because of flash)....but I thought I'd mention it!

I would add the brown finishing rightly mentioned by Rob had probably the purpose of protection against rust, since all that buckles are without tab.
