This was worn by two organisations but it was created for
1.Reichsluftschutzbund
Air raid protection
down turned wings of the eagle

The same buckle with straight wings was made for:
2. Deutscher Luftsportverband (DLV)
Air Sport Association

but both organisations changed among themselves the buckles , so that we can say it was worn by two organistions.
