brass Freiwiliger Arbeitsdienst - dug out

Hi,
A friend of mine has just dug this buckle out. I want to buy it from him, but I`m afraid of paying too little as he might get upset when he finds out about it and I have a vague notion about its current market price.

What would be a fair price for this piece? Its condition is O.K. - no bends, etc.
The steel parts rusted away and there`s still some rust stuck to the brass, but that can be cleaned. The "pinkish" colour on its front is from acidic clay and I doubt I can do anything about.
No maker signs.
I heard those buckles were rare? Rarer than RAD?

they are less comon than the rad buckle, I dont think I would say rare... but in this condition, I would think that $20 would be more than fair!!!! Chad
