It looks like a ground dug...and the leather tab is too small, typically for a ground dug leather tab..I think the stitches are not pre 1945..
So it could be, that the leather tab and buckle don't belong together.

The tab has been added to the buckle at some point post war as musketeer said, buckle looks original but unmarked.
