WH Buckle with black paint ? I wonder why ?

Anyone could tell why this buckle could be painted black ??
I've this buckle in my collectio god knows how long but it makes me wonder now.
The paint job is period done.

Hallo Edwin,

the eagle details appear worn off although the paint is like new, for such reason I do not think it's a war time paint job.
