It's difficult to say by that pic (at least for me).
Anyway L. u F. stands for : Linden und Funke in Iserlohn

I compares the eagle with others in books and I'm now blind because I watch this maker mark under a big light all the afternoon ... but it's L.u.F ..
blind but happy to know..

here is the reverse side from my (denazified) L.u.F. for comparison.

I would also say that your buckle is from Linden und Funke. Look at the ears, they are quite similar.
