The buckle is marked under its post sleeve / prongs assembly. Even on your photo we can see part of the RZM and SS logos which are indicators of a production originaly made by the Overhoff firm in 1940 (1940 since we can see double rings for the SS logo and only 36/40's Type 2 have this feature (so far)).

BUT this one is not an original Overhoff and I unfortunately don't know all makers in Ukraine to put a name on who made that one
