As I understand the German vehicle licencing system, I dont think you can tell very much from the plate itself other than some rudimentary data. This is especially true of this plate which from your assessment seems to have 8 digits. This would indicate a vehicle registered sometime in 1944 or later when the original 6 digit license plate was abandoned and replaced by 7 or 8 digits. This change signified the collapse of the prewar system whereby blocks of licence numbers were allocated to specific military districts and these numbers would then be allocated to units recruited and trained in that district. So if you know which blocks were allocated to which district, you could derive some information in regard of the unit to which the vehicle was allocated in the absence of any speciic depot records which would tell you exactly where the vehicle was delivered but that usually relies on chassis numbers rather than licence numbers.
The volume of numbers required later in the war meant this system fell apart in 1944 and blocks of numbers were then allocated randomly to satisfy demand.
So, other than this being an army vehicle (WH) as opposed to Airforce (WL), navy (WM) or some other specific branch of the armed forces, I doubt you will be able to derive any information about the vehicle's unit unless you look at the history of where it was found and look for regular army units active in that area.
