Panzer Part - Please help ID w/ Pics

I obtained this part years ago. It is painted ordnance tan with traces of green spray on it. What is it? Part of a tow cable? What was it used on? It came from Germany in the '80s, that's all I know. No visible markings.

It is similar.....but what is it used for on a WWII German vehicle? Is it for a tow cable?
