Looks like a T34 Ice Cleat for the tracks in soft or frozen ground

Yep, it looks like an ice cleat. I believe german tanks also had an option like that one. See the pic, credited to Akira Takiguchi in his web: http://www.history.jp/wehrmacht/011.htm
