Wow, thats awesome...
I don't understand how they managed to get a cleaning rod stuck in the barrel? I have been maintaining medium sized guns and cannon for years and never had that problem. They can be very tight though, and it may have been an inexperianced crew.
Once you push a cleaning rod into the barrel it is virtually impossible to pull it back out, you have to push it all the way through. It becomes easier once the bristles are worn.
They may have pushed it into the barrel just in case the Russians recovered it and tried to use it, though a *clearing charge would soon move it.

*Round with no projectile fitted, has a larger charge of cordite/powder in it and is tamped down with paper and/or fibre board and sealed.

I'd say that restoring this Hetzer is close to impossible, the corrosion is just to severe. I'd go for preserving as is with minor repair (where possible) and structural strengthening. It's odd that the corrosion is so severe as the salt content of the Baltic Sea is so low? The internal drivers/gearbox section looks in much better shape than the rest of the Hetzer, no doubt because oil from the gearbox has leaked out in the surrounding sediment.

Well maybe not for a military vehicle, perhaps lashings of zimmerit...
