Hi Martin, it is indeed a great item. I cannot say which type of vehicle it might have been used upon. I have seen similar ones sell for the $100 to $150 price range.

The initials IVT could be - Institut für Verkehrsplanung und Transporttechnik or
Institut for traffic planning and transportation engineering

That's a wild guess!
