I think Charlie's right - I believe that is the command tank version of the M3 Stuart light tank. The command version had a welded superstructure replacing the turret, and was armed with a .50 cal MG instead of the 37mm cannon on a regular Stuart. The two star red plate shows that Patton was at that time (1941) Commanding General of the 2nd Armored Division.

M2 Combat Car

Charlie is correct, this is an M2 Combat Car. It was not produced as a "Command Tank" but rather for the Cavalry Regiments.
