There are 2 reasons for t it as i see it.

    1. it´s possible that prior to the forbidding of hollow gold and silver badges they actually produced some before they started to produce the massive badges.

    2. used as a primer in an attempt to try and get the black finish more adhesive to the badge

Don´t throw away your fake WB´s! Get in touch with me.
I collect them for reference purposes for the benefit of the hobby (for the right "fake" price of course).

Have you tested the paint to see if it hasn't simply been sprayed over.

Perhaps a simple BWB someone decided to turn into silver postwar.

Try dab of acetone on an earswab. Wont hurt original period finishes.
