Looks like a nice wartime issue piece. That "radiator paint" finish was typical of wartime gold and silver badges. I bet it is magnetic.

Hello k looks like i am wrong , the hardware does look Okay,it was just the left hand side of the badge and left sword lacked definition but has the others have said the thicker paint could have that affect on the badge Kevin.
