Either way there is something beneath the finish indicating that the badge might be repainted, this is a no-no in my book. And it doesn´t change anything even if the badge is spray painted... which brings us back to the darker spots on the badge... that also indicates that someone has been tampering with the paint job.

Paint will not stand up to Remover, Lacquer thinner, Paint thinner, Acetone.
It will curl up and come off of anything.

Is there actually "paint" on the front of the WB, or is it stripped down to the base metal level?

Well now... There are no ferrous metals used at all here. Upon very close inspection with my 40X glass, there is verdigris in the dark area in the swaz, deep inside some of the pebbling above the catch, and around the catch. The dark area inside the swaz looks like tarnished brass or copper.
The pin is NOT plated (or gilded), it appears to be brass.
