Hi Ron,
Sorry I don't know anything about packets, whether it's good or not I can't say. It's stamped S&L so it's not from the same maker as the badge which is a Carl Wild (107) which looks good to me.
Here's my 107 SWB for a comparison, hope I've been of help.
