I tend to agree, it is either an out & out fake, or an original that has been cutout but maybe ground dug and also refinished with modern silver paint. Either way not very desirable.

I agree with Hans, I don't think it has a chance on being a genuine cutout. It has been done way too sloppy. The edges seem very sharp,
