Enamel NSKOV Honor Pin

Chris Williams wrote a marvelous article in the recent Military Trader on the NSKOV.

Here is an enamel Honor Pin with some damage.

Must have been a couple of grades since this one does not have the oakleaf border that is pictured on the example in the article...

Nice set. Its a pity the enamel damage.
Does anybody know what is the merits needed for each grade of this badge. I know at least four levels (blue with and without the oakleaf, and white with and without the oakleaf)
