HJ proficiency badge question, Some have serial nos some do not. Are the serial nos for an individual or some other designation and why do some have serial nos and others do not? Also some have S or B on the back. Thanks.

The official badge that be awarded had a serial number that was also written in their membership book. B marked examples are extra purchased examples. The S marked pieces are fakes.
