1936 Olympics medal..what is it??

Hi...This has become available to buy, seller said it belonged to her her Australian great-grandfather who attended, not sure if he was a competitor or an official/manager.
Can anyone tell me what it says or what it was for, original ribbon was rotten and could not be identified although it may have had stripes on it.
Any help appreciated
