I agree with Reinhard2: this is a fake representation of the Gau East Prussia 10th Anniversary Badge, a rare piece that was intended to be presented with a control number on the reverse. While a few examples of this award survive without a number -- presumably not having been awarded -- all examples include the manufacturer's name on the reverse.
