This Organization was started by Hans Albin Rauter, the Stabscheif der Stierische Heimatschutz, on November 5, 1933.

It was formed for Austrian Party (NSDAP) Leaders and Members who had fled to Germany to escape the persecution by the Austrian Government.

Many more joined them after the Putsch against Dollfuss in July, 1934.
