Hi Andy....hard to tell as the photo is a bit blurry,but looks to be a painted version, the enamel versions tend to have more of a dark red glassy appearance.

My vote is for painted. It looks from the photo that the paint is chipping around the swastika area.

Andy,
When you compare yours with one of my enamel badges it appears to me from the looks of the base metal that they used an unfinished badge that was meant to be enameled for your painted version. I have seen this with Party membership badges where they were using up the blanks meant for enamel before the switch to zinc base badges.
