      Hi Fritziii,

This set was on sale only on the 20th to 21st of December 1941, and represent men and women wearing various regional traditional dress and two are dressed as clowns. They could be used as Christmas tree ornaments, but are in fact small spinning tops. If placed on a flat hard surface like a table top, they can be spun by sharply twisting the "spinner" which protrudes from the top of the figures heads.
In Germany these are called "holzkreisel" - "wood spinners" and would have provided the kids with an entertainment long past Christmas!
I believe the figures were machine made, but individually hand painted; and the spinner attached by hand.
All are made of a lightweight wood.
Have seen individual items and complete sets of these, but never a boxed set; which must be rather rare - many thanks for showing!

      Best wishes,

      John.
