It's an early Otto Schickle and I believe it is right. There are badges just like this one in Jo's book with the two six pointed stars on either side of the OS symbol. I think the pin and attachment have been replaced though as they don't seem to match the color of the badge itself. I'm pretty sure you have an original there, let's see what others think.
