It points towards it.
However hard to nail the maker.
There are lots of variations for a rare badge.

I thought it could be the same make because of the small star above the ges.gesch.

All this proves is that it appears the same reverse die was used.
Unknown maker and at a guess same maker but who ?
We will never know.
