help with eagle badge

i was given this and not sure what it is. is it a tinnie or a cap badge. if so any ideas what it is. thanks in advance

Any pin with heavy attach pins like this is a hat device, this one is of earliest designed National emblem eagles used by the NSDAP government (1924-34). But IM not sure if this one is a period piece or a repro.

It is an early cap eagle but in my opinion it is not a genuine period piece. I do not like the fact that the area surrounding the eagle head is "filled in".

yes that was one area i was concerned about as most if im correct should be cut out. thanks for imput
