Silver HJ Proficiency Badge for review

Ok, so I'm getting some varying opinions. From what I've read and been told, these silver ones marked with a "S" are bad. The finish is matt and appears to be cast. Ive read also that these have a copper back plate braised to them. What is the current consensus?

As far as I know they are unmasked as fakes.
