Regarding the timeline for a potential RPT I found in

Adolf Hitler und die Geschichte der NSDAP Teil 2: 1938 bis 1945

    By Paul Bruppacher:

1940, 24. Juni - Robert Ley fragt seinen "Führer": "Haben sie etwas dagegen, wenn wir den Reichsparteitag 1940 vorbereiten?" Hitler: "Nein." Ley: "Dann werde ich mit den Vorbereitungen beginnen."
Ley asks his Führer: "Do you mind if we start preparations for the RPT 1940 ?" - "No." - "Then I will start preparations."

1940, 24. Juli - ADOLF HITLER ruft seinen Reichsorganisationsleiter Robert Ley an - wegen der Ablehnung seines Friedensangebotes am 19. Juli - den Reichsparteitag abzusagen.
AH calls Ley to cancel the RPT due to England not having accepted his peace proposal.

A whole of one month went into preparations for the RPT 1940.

I have never looked this closely, though:

Maybe you guys know a lot that I don't know, but in the case of this table medal:

        - Compare the leaves on the reverse, to the leaves on the obverse...it's a night & day difference in quality.

        - The "rays" above the helmet are probably the shallowest (or 1 of them) part of the obverse die - they should be among the sharpest points on the whole design, as it wouldn't have taken much metal to fill them, and they would be the first areas that metal would flow to, during the striking process.

As a low point on a high-relief strike, they wouldn't be likely to get worn over time, the way the high points would.

They also don't match the quality of the reverse at all, BUT, a prototype doesn't need to be perfect...it's whole purpose is to be able to give customers a good idea of the finished product, and to be able to work out bugs in the manufacturing process.

If I'm not mistaken, I think eMedals had a silver one of these recently.
