admin announcement for tinnies/party pins threads

Because of the popularity of the tinnies and the party pins thread and since i had some spare time to figure out how some moderator tools work....i decided to pin theses two very popular threads to the top of the page permanently.....
if anyone has questions/concerns let me know....
