Researching a photo,whats this badge ?

Hi guys. I have the small Gold party badge and Urkunde of this SA member and today recieved back my research file from Mcdivott . The photo that turned up in the archives is a nice one. I know what the medals are but there appears underneath to be part of a tinnie? or is it another award? You can see the top half of the eagle in an oval bade. I think I have seen it before but can't name it.
Anyone shed some light please ?

Can you get a larger scan of it?

The design of the eagle reminds me of the administration badges for France & Begium, but the actual badge shape (that we can see) doesn't look right.

Its hard to scan any better,its only a photo copy of a passport size photo ,this is another attempt. Would it help If I sent you a direct scan ?
