Hello Ron, indeed it was, as the Badge was to commemorate an NSDAP Wine Festival. Hence the significance with the presence of the Badge portraying Bacchus, God of the Vine.

Usually this particular Badge is encountered 'More often than not' with loss of the silver finish to the Obverse, as can be seen with my examples posted below.
