Never seen this before

I picked up this little odd piece the other day. The chain is 105mm long and the small flags only 8.8mm. I don't believe this is "home made", rather manufactured for some special event. The colours of the swedish flags are a match in nuance to the badges of the swedish "Landsstormsförbund". I guess it's been made during the period of 1933-39, due to the presence of the nations represented.
Could anyone give a clue as to what event might fit in on this piece
