If you are asking this question as background to possibly purchasing or bidding on this piece, my advice would be to let it go. If this is an original piece, it is in such poor condition that I for one would not consider adding it to my collection. There are numerous other pieces out there that are in fine to excellent condition. And if it is not genuine to the period, nothing is lost!

I would say it is a poorly cast repro and the pin does not look like look correct type for this badge.
