Unknown Pin- Help!

Can anyone identify this unusual pin? It is in a large lot of medals, helmets, and stuff that the daughter of the veteran has.

It looks to be oriental and I have a very vague recollection of this being for a Korean railway system. However, my memory may be way off, so why not try it in the international forum?
