Help to ID German Pin

Not sure if this is the right place for this but here it is. Picked this up recently along with a HJ enamel member pin. Kind of looks like a police eagle but not really. No markings anywhere. Hopefully someone can ID this for me.

Does anybody have a period photograph of these in wear or period paperwork that shows this?

I have been trying to find some for a few years now.

I have, but need to locate them so will get back to you later this week. I have at least two photo's with the badge in wear and have saved from a forum a period newspaper article picture that explained them.

From an SS-Befehlsblatt I believe. Forgot to note the exact citation when I photographed it.
Don't have any info regarding Heer. Definitely not police. They have their own civilian pin with the design of a true police eagle. Check the Police Forum for examples of that.
