I understand that this badge is for the Austrian pro Nazi Labor Service, therefore no swastika being displayed prior to the annexation. However, this is only speculation and I was hoping for some period documentation.

This is a nice original badge of the Austrian 1. Republic labour-service. Has nothing to do with "Nazi", more with the "Vaterländische Front". If You are interested, I can post some badges of this not so well-known organisation.

One can't find much concerning the "Österreichischer Freiwilliger Arbeitsdienst F.A.D." in the net. I was founded in 1932 to help the many thousands of unemployed young Austrians. I the best time, the FAD had more than 35.000 members. In 1938 this number had gone down to about 4.500.
It's also not easy to name the badge of the FAD in a right manner, because two different kinds of badges both are called "Ehrenzeichen". In my opinion (not more) the one You posted, Bob, is the one that was given when an "official" left the organisation. The others were given as a kind of "Long-service-badges". That was what a former member of the FAD once told me. I never found any evicence for this story.
Here are my badges and one award-doc (given POST "Anschluß", but for service before March 1938).
All badges I've ever seen were made by the firm "Seegebrecht, Wien VIII", at least only ONE was unnumbered, the others all had a number.
