Help identifying tinnie?

I bought this tinnie from an antique store, and I have no luck at all identifying it. Can someone help out? Also unsure if genuine.

Tinnie commemorating a meeting or rather a day of injured war victims of Palatinate. Judging by the top insignia the event was organized under the umbrella of NSKOV (National Socialist War Victims Care).
Looks good from here. Possibly with reattached hardware.
