I have the same Saar paper, and have seen the Gau IX Westfalen badge a few times before, but never knew that they were a set??? Are you sure they belong together? The badge and paper may both resemble the turnerbund's four "F's" logo (Frisch, Fromm, Fröhlich, Frei), but it seems odd to me? Were the badges thus intended for the 123460 participants that are mentioned in the paper? Why do we not see them together then more? Sorry to be sceptic, but im not convinced yet they do belong together?

The document doesn't mention the badge and seems to indicate the participants of this only received the document. " Jeden Teilnehmer ..... wurde diese Urkunde ausgestellt". I too have to wonder if they belong together.

I honestly do not know for sure. It is not impossible the pin was something that was purchased and not given as an award. It is not impossible that the pin is for something completely different.

The document appears to have been issued for the participants that belonged to the NSRL and participated in this event. Members ran, swam and paddled for this event over a combined distance of about 19,000 Km and gathered documents from 300 cities and villages and the finishing runners of the 10 main runs presented this to AH at the end of the vent.
