Is there a number stamped in at the fan, aside from the silver content/maker code? In the 1943 hierarchy, this would be a 5th class, and I believe it was a 3rd class previously.
The damage will have a major effect on the price. These crosses are not rare, so a collector would have a relatively easy time finding an undamaged piece. IMO unless the price was fairly low, there would be no reason to pick up a cross that wasn't perfect.

The later (1943 series) seem to have the '5' stamped on the fan and the '21' on the loop, so this one could be an 1939 series 3rd Grade or a 1943 5th Class. The awards were identical, so short of the marking or a case, there is no way to tell.

            stamp

            Hi Gaz Pete UK.
The big question is the top stamp yes or no.
As said already the 5th class are common not so much the 3rd class.Even harder to find without swords.
As said the dammage will take the price down.I have one of these that the swords move in it but lucky no dammage.
I know they are lovly pieces but you would be doing yourself a big favour to save a little more and get a nice one from here.
one problem with dammaged enamel (as i learnd the hard way ) is it can get worse and you dont want to be looking at the silver underneeth one day.
            Best regards
